Orthopedically handicapped means a severe orthopedic impairment that adversely affects a felony delinquent's potential educational achievement, vocational training achievement, or employment performance, including, but not limited to, an impairment caused by a congenital anomaly, disease, amputation, fracture, burn, or other cause.

  • Medically fragile means the condition of a child who requires the availability of twenty-four-hour skilled care from a health care professional or specially trained staff or volunteers in a group care setting.
