Ordnance means the armaments, ammunition, munitions, weapons, systems and related military materiel, including equipment and components, which enable the military to achieve combat and mission effectiveness in all warfare environments: air, land, sea, undersea and space. “Ordnance Technology Initiative Agreement (OTIA)” refers to the agreement between the CMF, on behalf of the NAC, and the NAC Member that contains all the contractual information regarding the scope of work, project specific terms and conditions, and payment information for the project. OTAs are acquisition instruments that are generally not subject to the federal laws and regulations governing procurement contracts. As such, they are not required to comply with the Federal Acquisition Regulation (FAR), its supplements (i.e. DFARS) or laws that are limited in applicability to procurement contracts.
