or Recycled means the process of Collecting, sorting, cleansing, treating and constituting Recyclable Materials through what would otherwise become Commercial Solid Waste and returning them for use or reuse in the form of raw materials for new, used or reconstituted products that meet the quality standards necessary to be used in the marketplace. Recycling does not include transformation as defined in Public Resources Code Section 40201.
