The Recipient shall, not later than January 31, 1995, employ, if needed, and if feasible, jointly with the Port Directorate and OPNT, in accordance with the provisions of Section 3.02 of this Agreement, engineering consultants to assist the Recipient in supervising the manufacture, delivery, and testing of equipment to combat oil spills.
The following event is specified as a condition to the effectiveness of the GET Grant Agreement, namely, that the Algerian Port Enterprises, ODEP and OPNT shall have concluded the Cooperative Agreement, as agreed with the Trustee.

To this end, the Recipient shall ensure that adequate staffing, physical and financial resources are at all times available to OPNT.
Specifically, the CRCP shall be responsible, inter alia, for: (i) overall coordination of Project activities, including coordination of joint procurement arrangements and joint training; and (ii) monitoring of the impact on the environment of Project activities carried out by the Recipient, the Port Directorate and OPNT.
The Recipient shall take or cause to be taken all steps necessary to ensure that the CRCP is maintained throughout the period of Project implementation under terms of reference satisfactory to the Trustee, and shall consist of the Director of the Port Directorate, the Director General of ODEP, and the President Director General of OPNT.
