operational powers means the powers and privileges which a designated HIU officer has by virtue of a designation. 2 (1) A designated HIU officer has, throughout Northern Ireland and the adjacent United Kingdom waters, all the powers and privileges for the time being exercisable there by a constable (whether at common law or under any statutory provision).
