Operating Guidance. Means the guidance published by Scottish Government, relative the National Standard and Funding Follows the Child. Overseas Criminal Records Check a criminal record certificate in respect of an Individual obtained from the police or judicial authority of the country in which the Individual resided or worked (except for the United Kingdom) Parents/Carers means the parent(s), guardian(s) or principal carer(s) having primary responsibility for the Child and who is nominated to represent the interests of the Child.
