Openly and publicly definition
Openly and publicly means occurring or existing in a manner that occurs on or is observable from a public place; provided that "openly and publicly" shall not include activity that occurs inside a private residence, in a rear yard of a private residence, or on any porch, balcony, or deck attached to a private residence.
