The Recipient through [NRRDA], shall, not later than August 1, 2011, engage an independent performance auditor acceptable to the Association, to carry out performance audits for Part A of the Project.
NRRDA, with the support of TSC, shall establish, within 3 months following the Effective Date, a baseline for performance indicators to be used for monitoring implementation of the Project.

The committee is chaired by MORD joint secretary cum director general, NRRDA; and includes director, rural connectivity, MORD; director (ADB- II), DEA; Director (Project-I), NRRDA, and senior representatives of the Implementing Agencies from all 5 RCIP states.
