The workplan must be signed by a rep- resentative of the heat treatment fa- cilities located outside the United States, the national plant protection organization of the country of origin (NPPO), and APHIS.
Under the agreement, the NPPO of the exporting country or the private export group must pay in ad- ▇▇▇▇▇ all estimated costs that APHIS expects to incur in providing inspec- tion services in the exporting country.
The agreement must require the NPPO of the exporting country or region or a private export group to deposit a cer- tified or cashier’s check with APHIS for the amount of those costs, as esti- mated by APHIS.
Workplans must allow officials of the NPPO and APHIS to inspect the facil- ity to monitor compliance with APHIS regulations.

The agreement requires the NPPO or private export group to de- posit a certified or cashier’s check with APHIS for the amount of those costs, as estimated by APHIS.
Irradiated articles may be imported into the United States in accordance with this section only if the NPPO of the coun- try in which the irradiation facility is located or a private export group has entered into a trust fund agreement with APHIS.
Each year, three SSC members (two SFPs and one NPPO) will be replaced with representatives from countries not represented on the Committee.
