Non-Subscriber Jurisdictions are able to use the DFL services on a fee basis.
Except as otherwise expressly provided in this Agreement, any communications between the parties hereto or notices to be given hereunder shall be given in writing by personal delivery, electronic mailing, or mailing with postage prepaid to WCDA, the WCSO, the WCCC or the Subscribers and Non-Subscriber Jurisdictions at the address set forth below.
In the event Participant and HCC do not agree on Non-Subscriber Transaction Fees to be applicable to the Participant Agreement beginning the thirteenth month after the date of the Amendment, the Participant Agreement will terminate with respect to the processing and reporting of Non-Subscriber Transactions and Commissions.

Licence granted herein, SUBSCRIBER expressly acknowledges that PBL may at any time grant exploitation rights to commercial third parties in respect of the Technology (subject that PBL will not grant exploitation rights to any Non-Subscriber for six (6) months after the Release Date) and that this Agreement and the Evaluation Licence do not constitute any research-use or exploitation licence, option or promise of licence or option, express or implied.
A Non-Subscriber is any person or entity who has not executed an HCC Subscriber Agreement who makes reservations with a Participating Entity for a Non-Subscriber Commission.

Channel Owner Obligations Each calendar month, Channel Owner will: a) livestream twenty-four (24) total hours per month on the Site, b) livestream seven (7) unique days on the site; c) upload at least ten (10) Non-Subscriber Posts (as defined herein) on the Site; and d) engage in good-faith efforts to promote Channel Owner’s aforementioned activities on the Site on Third Party Platforms.
In addition to the per minute usage rates, a per-call operator charge and per-call location surcharge also apply and a Non-Subscriber Fee may apply.
As such, if Non-Subscriber is a Covered Entity or Health Care Provider under the HIPAA Rules or supports the health care industry, CenturyLink and you agree that CenturyLink is not a “Business Associate” or “Covered Entity” under the HIPAA Rules for the purposes of this Agreement.
