Non-skilled Workers means the waste assessors as specified in the Supplement to the Interpretation of the Standard Terms and Conditions.

Details of the mechanism are set out in the homepage of the Treasury Branch of the Financial Services and the Treasury Bureau at http://www.fstb.gov.hk/tb/en/government-procurement- policy-procedures.htm. For the avoidance of doubt, the Review Mechanism does not apply to the DebarmentPeriod imposed as a result of accumulation of Demerit Points;
