non-metropolitan area definition

non-metropolitan area means a compact area having a population of more than ten lakhs but less than forty lakhs, comprised in one or more districts;
non-metropolitan area means an area set forth in the Assistance Agree- ment;
non-metropolitan area means an area not contained within a Metropolitan Statistical Area, as such term is defined in OMB Bulletin No. 15–01 and applied to the 2010 census tracts.
