Non-complex project definition
Non-complex project means a Design-Build project in which plans have been substantially developed; are located in an unincorporated area or an incorporated area with a population of less than 200,000; do not involve complex Maintenance of Traffic schemes; and have limited options for innovation and specialized engineering. The procurement method for non-complex projects will be low bid or factored design-build.
