Non-Commercial Operator definition

Non-Commercial Operator means any person or entity that carries out Aviation Activities at the Airport other than a Commercial Operator.
Non-Commercial Operator means a person that maintains a facility or provides a service solely for its own benefit and does not engage in any exchange, trading, buying, hiring, or selling of commodities, goods, services, or property of any kind, or any revenue producing activity. Such Noncommercial Operators are specifically prohibited from offering aviation products or services for sale to others.
