Needs development – an employee who has not met the objectives in their Performance Agreement at an appropriate level, resulting in performance being consistently below standard expectations.
Following the completion of a performance appraisal, the level of salary advancement for each performance rating category will be as follows: Superior – Two pay points Satisfactory – One pay point Needs development – No advancement Employees who have reached the top of the salary range will be rated Superior/Satisfactory/Needs development, in accordance with the performance management program determined by their Directorate, but with no change to salary.
