mobile virtual network operator means the holder of public non-exclusive telecommunications services licence or services-based operator licence for provision of mobile virtual network operator services;
mobile virtual network operator means the holder of services-based operator licence for provision of mobile virtual network operator services;
mobile virtual network operator or "MVNO" means a wireless communications services provider that does not own the Mobile Network over which the MVNO provides services to its customers. An MVNO enters into a business agreement with an MNO to obtain bulk access to network services at wholesale rates, and then sets retail prices independently.
