Industry standards include a range of ap- propriate protocols reflecting a balancing of cost and accuracy, such as the application of a deemed savings value established through in- dustry processes for a measure that has broad application and uniform characteristics and the use of engineering calculations, metering, utility billing analysis, and computer simulation for a measure in- stalled as part of a customer-specific project.
