Material issues definition

Material issues means any material fact or circumstance concerning a Policy Owner, a Policy, the UV, any report or confirmation or the transmission of any report or confirmation, including, but not limited to: policy surrenders, processing problems, and vacation schedules of the Administrator's personnel.
