The Recipient, through the MAFRD, shall maintain, throughout Project implementation, the PIU headed by a Project Manager and with staff, resources and under terms of reference satisfactory to the Bank.
The Recipient, through the MAFRD, shall ensure that interim unaudited financial reports for the Project are prepared and furnished to the Bank as part of the Project Report not later than forty-five (45) days after the end of each calendar semester, covering the semester, in form and substance satisfactory to the Bank.
The Borrower shall ensure that MAFRD shall adequately consult with the Bank prior to effecting a change in the composition or functions of the Competitive Grant Board.

The Borrower shall, through ANSVSA and MAFRD, carry out the measures required under the Environmental Management Plan in a timely manner and in compliance with: (a) environmental standards satisfactory to the Bank; and (b) all applicable laws and regulations of the Borrower relating to health, safety and environmental protection.
The Recipient, through the MAFRD, shall have its Financial Statements for the Project audited in accordance with the provisions of Section 2.07 (b) of the Standard Conditions.
The Borrower shall, through MAFRD, maintain the PMU until the completion of the Project with staff, resources and terms of reference satisfactory to the Bank and shall assign to it responsibility for overall Project coordination.
Part 4: Project Management Support to the PIU to manage the Project and to mainstream Project implementation functions within the MAFRD by gradually transferring component management to responsible MAFRD departments and institutions, including the employment of a livestock/nitrates management technical specialist and the provision of goods.
The Borrower shall cause MAFRD to maintain the Competitive Grant Board with such staff, facilities and other resources as shall be required for the Competitive Grant Board to implement Part B.3 of the Project.
