We shall enhance incentive mechanisms and restraint mechanisms for pollutant emission reduction. Mainstreaming environmental protection concepts into the national economic system and social organization system is an important line of defense to effectively prevent environmental pollution and over-consumption of resources as well as the key to easing the pressure on the cost of environmental treatment.
