Local simulcasting definition
Local simulcasting means a station broadcasting in ATSC 3.0 would be required to arrange for some other station to simulcast their signal in ATSC 1.0. They do ask whether it might be advisable to allow creation of new temporary "host" facilities to implement this simulcasting. Doing so would require the use of vacant channels – assuming any still exist after the repack.
