Liquor Stores which means any licensed retail business containing more than 4,000 square feet authorized by the state and licensed by the City that engages in the sale of packaged alcoholic beverages (distilled spirits, beer, wine or combination thereof). “

Liquor Stores means a retail establishment which has fifty (50) percent or more of the shelving or gross floor area devoted to the public display and sale of alcoholic beverages for off-site consumption.
