length measuring instrument means a measuring instrument which is designed and constructed to measure and automatically indicate the length of fabrics or other materials, as described in the type approval documentation, when passed through it; "load measuring device", in respect of a weighing instrument, means that part of the measurement instrument by means of which the mass of the load is measured;
