Leashed means a restraining device securely attached to the dog and a person or object.
Leashed means when a dog is wearing a restraining device of sufficient strength and material appropriate to the size of the dog, and is held or controlled by a person or object;
Leashed means restrained by a leash of sufficient strength that is attached to a collar or harness on a dog. Such leash shall be held by a person of sufficient ability to control the dog.
