The extent to which the Lead Operations and Maintenance Firm satisfies or exceeds the requirements (as evidenced in submission of completed Forms D-3 and E; and Part B, Volume 2, Section B, 1) (b)) for relevant technical capability as follows: roadway operations and maintenance experience on similar roadways.
