Karnataka shall establish a high-level committee at the state level, comprising senior representatives of UDD, KUIDFC and KUWSDB, to coordinate sector policy, drive the policy reform process and exercise oversight functions under Part A of the Project.
The State and KUIDFC, shall each maintain, or cause to be maintained, records and accounts adequate to identify the items of expenditure financed out of the proceeds of the Loan, to disclose the use thereof in the Project, to record the progress of the Project (including the cost thereof) and to reflect, in accordance with consistently maintained sound accounting principles, its operations and financial condition.
The PMU shall be headed by the Managing Director of KUIDFC as PD at head office and by the EPD at the regional office.
The following is specified as an additional condition to the effectiveness of this Loan Agreement for the purposes of (i) Section 9.01(f) of the Pool- Based Loan Regulations; and (ii) Section 10.01(f) of the LIBOR-Based Loan Regulations: that the State and KUIDFC shall have acknowledged and consented, in form and substance satisfactory to the Bank, to the Borrower executing and delivering this Loan Agreement.

For the purposes of this Schedule, the term “incremental operating costs” means the incremental costs of: maintenance of buildings, equipment and vehicles; office rental and expenses; hiring of vehicles; salaries of Project staff other than public officials; and travel and other allowances, incurred by: (a) DMA through the DMA Cell in carrying out Parts A.1, A.3, and A.4 of the Project; (b) BWSSB, in carrying out Part C.2 of the Project; or (c) KUIDFC, in carrying out Parts B and D.1 of the Project.
The State acting through KUIDFC shall furnish, or cause to be furnished, to ADB, promptly after their preparation, such plans, design standards, specifications and work schedules, and any material modifications subsequently made therein, in such detail as ADB shall reasonably request.
The State through the KUIDFC shall be the Executing Agency and shall be responsible for overall implementation of the Project including detailed appraisal of Subprojects under the Project.
The Additional Event of Suspension consists of the following, namely, that a situation has arisen which shall make it improbable that the KUIDFC will be able to carry out its obligations under the Project.
