Current administration regulatory proposals seek to establish an industry-wide known shipper database for vetting all shipments placed on passenger aircraft.31 Under a provision in the Intelligence Reform Bill of 2004 (P.L. 108-458), the TSA was required to finalize these proposed regulatory changes by September 2005 but has not yet done so. According to the TSA, about one-third of air carriers and indirect air carriers are participating in the voluntary central database of known shippers to vet cargo destined for passenger aircraft as required under ATSA.
