Job capture and other means of extracting private benefits from public positions may be systematically related to the characteristics of public sector employees. A recent study of public employment in the Honduran health sector showed that the best qualified health sector staff engaged in more shirking, ‘ghost working’, and job capture than lower-ranked employees (World Bank, 2001).
