Intolerable definition

Intolerable means risk that is unacceptable in any circumstances or at any level.
Intolerable means that the risk cannot be justified except in extraordinary circumstances, "Negligible" that the risk has been made so small that no further precaution is necessary, and "ALARP" that the risk falls between these two states.
Intolerable in s 13(1)(c)(ii) means "simply and demonstrably not able to be countenanced".
