Intermediate Buyer means any buyer or transferee who purchases or ac quires any wheat prior to the time the wheat so purchased or acquired has been marketed either (1) to a warehouseman, elevator operator, feeder, or processor, or (2) to any other grain dealer who the county or State committee finds con ducts his business in a manner substan tially the same as a warehouseman or elevator operator.
