Inspector Administration definition
Inspector Administration. (IA) means the program that issues certification to inspector candidates upon their successful completion of classroom and field testing and oversees the performance of inspectors who perform inspections for PIH-REAC, both through inspection contractors and for lenders of HUD-insured multifamily properties. IA monitors inspectors who are certified to conduct Uniform Physical Condition Standards (UPCS) inspections of properties that are owned, insured or subsidized by HUD to ensure inspectors adhere to the UPCS protocol and code of conduct. IA also collaborates closely with the REAC Physical Assessment Subsystem (PASS) Physical Inspection division and the Quality Assurance division (QA) to monitor UPCS certified inspectors to ensure UPCS inspections are conducted within a pre-defined acceptable quality level. In monitoring the certification of inspectors, IA issues guidance, e.g., notices, investigates complaints, issues performance deficiencies and de-certifies inspectors.
