Informal provider means a service provider that is unregulated under part IV of this chapter and, accordingly, is not required to be licensed or registered under part IV of this chapter, and is not exempted from licensure pursuant to s. 402.305. The term includes an arrangement in which early childhood education is provided by a relative of the child or by another unregulated caregiver, regardless of whether those services are provided in the child's residence or at another location.
