The Project will transition from the Incubation Phase to the Open Source Phase when the Project Board approves such transition upon determining that a version of the Software is sufficiently complete to release to the public and to form the basis for a successful community-developed open source project.
Amended governance rules to govern the TST during the Open Source Phase will be created during the Incubation Phase by the TST and approved by the Project Board.
