Inclusive development definition

Inclusive development means that infrastructure construction connects economic growth and poverty reduction. In the joint report, the three MDBs pointed out “accountability and risk management” as essential factors for infrastructure construction. Accountability refers to the reward mechanism for improving efficiency in infrastructure construction. Risk management refers to appropriate risk sharing. The combination of accountability and risk management will enable proper promotion of PPP. Based on this recognition, the World Bank held a symposium in March 2005 in Tokyo, with the ADB and the JBIC as co-hosts, under the theme of the future of infrastructure construction in East Asia. At this symposium, the annul amount of demand for infrastructure construction in East Asia from 2005 to 2010 was estimated at more than $200 billion, and discussion was held regarding how to promote PPP based on the recognition mentioned above. PPP projects are being carried out not only in developed states such as Singapore, Thailand, and Malaysia, but also other East Asian states including Indonesia and Vietnam.
