Inactive stack definition
Inactive stack means a stack to which gypsum is no longer being routinely added and that is no longer used to manage water associated with phosphogypsum production. A stack that has not been used for either of these purposes for two years is considered inactive. (40 CFR 61.203(a), .201(a))
