Implementation Tools. The City needs implementation tools, including funding options, a revised, and an action plan, that provide a road map to accommodate development. The City would also like more flexible land use codes in each area, while ensuring that future development promotes a strong community identity. Implementation tools will include a combined EIS and PAO for both subareas that would advance and streamline project-level permitting. Community and stakeholder meetings will be conducted in-person or virtually. • City is responsible for in-person meeting logistics, including securing venue(s), public notices, and related fees. • City will prepare and issue required public notices and comply with applicable notices and review periods required by the Washington Department of Commerce and other agencies as needed. • One consolidated review of all project materials and deliverables by the City unless otherwise specified per task. • All work products will be provided in Microsoft Word or PDF format.
