Impermeable liner definition

Impermeable liner means a layer of natural or man-made material of sufficient thickness, density and composition so as to impede the passage of a fluid to a degree that will satisfy the standards required by the Department. For natural materials, this standard shall be 1 x 10-7 cm/sec. For man-made materials, this standard shall be 1 x 10-12 cm/sec.
