Immediate hazard definition

Immediate hazard means encampment situations where people camping outdoors are at risk of injury or death beyond that caused by increased exposure to the elements; or their presence creates a risk of injury or death to others, including but not limited to camping in a location that can only be accessed by crossing driving lanes outside of a marked crosswalk.
