illicit cannabis means cannabis that is
illicit cannabis means cannabis that is or was sold, produced or distributed by a person prohibited from doing so under this Act;
illicit cannabis means cannabis that is or was produced, distributed, or sold by a person outside of the Territory who is or was prohibited from doing so under laws of general application or by a person on the Territory who is or was prohibited from doing so under this Regulation.
