As part of the QLSP Service, Qwest combines the Network Elements that make up QLSP Service with analog/digital capable Loops, with such Loops (including services such as line splitting) being provided in accordance with the rates, terms and conditions of the CLEC’s ICAs. CLEC may also purchase Qwest Commercial High Speed Internet (HSI) Service (also known as Qwest Digital Subscriber Line® (DSL)), under a separate Services agreement, to be used with compatible QLSP Service.
If your HSI Service is terminated for any reason prior to the end of the first year of service and you received Equipment from Verizon, you must return the Equipment to Verizon or you will be charged for the Equipment.
CLEC may also purchase Qwest Commercial High Speed Internet (HSI) Service (also known as Qwest Digital Subscriber Line® (DSL)), under a separate Services agreement, to be used with compatible QLSP Service.
We will provision qualified HSI Service lines at the maximum line rate available to your location based on our standard line qualification procedures, unless you have selected a level of service with a lower maximum line rate.

I acknowledge that each tier or level of the HSI Service has limits on the Maximum Throughput Rate at which I may send and receive data at any time, as set forth in the price list or Terms of Use.
My continued use of the HSI Service following such a change will constitute my acceptance of any new Throughput Rate.
I further agree that DECCA Digital Solutions has the right to monitor my usage patterns to facilitate the provision of the HSI Service and to ensure my compliance with the Terms of Use and to efficiently manage its network and the provision of services.
I understand that Maximum Throughput Rate and uninterrupted use of HSI Service is not guaranteed.
I also agree that BLUE STREAM may suspend or cancel my account for exceeding any BLUE STREAM listed monthly limits for data transfer, using all or part of the HSI Service to post content to the Internet or to engage in “peer to peer” file exchanges or other forms of file exchanges that violate this Agreement or the Terms of Use.
