If the VPMN has used all security data sets and it is not possible to get new ones from the HPMN, then the Parties agree that calls are not permitted and that the HPMN will not receive any charges related to those calls which were not permitted.
The HPMN Operator has the right at any time, without discriminating among operators and without liability, in the event of suspected fraudulent or unauthorized use of the VPMN network, by giving reasoned written notice to the VPMN Operator, to suspend access to the VPMN Services for its own subscribers Roaming in the VPMN, or if it is technically more practicable, to require that the VPMN Operator takes actions to suspend all of its Services to Roaming Subscribers of the HPMN Operator.

If the VPMN has been so notified and has failed to take such commercially reasonable steps, the VPMN shall be liable for all unauthorized usage attributed to HPMN's subscribers during the period from the time VPMN was notified of the problem to the time that the problem has been resolved to the reasonable satisfaction of the HPMN.
In general, a Roaming Subscriber should contact the Customer Care Services of his home contract partner (Customer Care Services of the HPMN Operator or of Service Providers) while roaming in another network.
In the event that the VPMN provides such real time visibility system, the VPMN shall not be liable in any event for a temporary failure of the system unless the VPMN has been notified of such failure by the HPMN and the VPMN does not take commercially reasonable steps to remedy the failure.
However, the primary responsibility for customer care remains with his own HPMN customer care.
