In 2008, the “Express Lanes” were still a single high occupancy vehicle lane open only to carpoolers (HOV 2+) and transit vehicles.
The toll rates, including any discounts for High Occupancy Vehicle (HOV) use, will be determined later in 2009 or in 2010 by the Washington State Transportation Commission but will depend upon the time of day (i.e., variable tolling), the type of vehicle (i.e., vehicle classification), and possibly the occupancy of the vehicle (e.g., Single-occupant Vehicle [SOV], high-occupancy vehicle containing two or more travelers [HOV 2+], and high-occupancy vehicle containing three or more travelers [HOV 3+]).
This will allow the managed lane to revert to a general-purpose lane after the part-time HOV 2+ hours of operation.
SOV and HOV 2 users will be required to pay a toll while HOV3+ users can use the facility for free.
Transponders will be required for all users and will allow HOV 2 and HOV 3+ to declare occupancy status via a switch.
The HOV 2+ managed lane will be designed as a part-time contiguous managed lane.
