Hosule environment means the percepuon by an affected student that the conduct of another student consututes a threat of violence or bullying and that the conduct is objecuvely severe or pervasive enough that a reasonable person, under the circumstances, would agree that the conduct consututes bullying, threat of assault, or assault.
