Service Elements Out of Scope The following services are excluded from the scope of Target Setting and Performance Monitoring Services: (a) systems to monitor the performance of services delivered by other Service Providers (such as the custodial services, advocacy services and healthcare services); (b) the YOI complaints system; and (c) whistle-blowing procedures for service partner staff (including HMPS and healthcare agencies).
