Highly qualified candidate definition

Highly qualified candidate means an applicant whose experience, training, knowledge or unique skill or ability or potential substantially exceed the qualification standard for the vacant position to a degree that he is likely to perform in a superior manner.

  • continuing candidate means any candidate not deemed to be elected, and not excluded,
