Subject to Clause 6.6, no milestone or staged payments shall be applied to the Works and payments of the Purchase Price may only be paid in respect of completed Deliverables at GRIP Stage 3, GRIP Stage 5 and GRIP Stage 7 (except where a GRIP Stage 4 – 8 design and build strategy is applied and in such case, no further payment of the Purchase Price may be made to the Delivery Agent after GRIP stage 3 until the end of GRIP Stage 7).
The Delivery Agent shall declare as part of the bid if GRIP Stage 4 to 8 Design and Build strategy is being used.
Efficiently incurred development costs can be added to Network Rail’s asset register only if it is in the form of a completed GRIP Stage 4 or GRIP Stage 5 deliverable such as a GRIP 4 Outline Design report or a GRIP 5 Detailed Design.
In such case, a GRIP Stage 4 gate review shall be applied and the Delivery Agent shall be responsible for the whole Project financing risk until the end of GRIP Stage 7 without further payment and the Delivery Agent's provision of financing costs must reflect this requirement.
