Grant decision means the final administrative decision by the Director or designee on an application for grants pursuant to ADEQ’s administration of the Tire Accountability Program under the Used Tire Recycling and Accountability Act, Ark. Code Ann. § 8-9-401 et seq. and the final decision of the Director or designee on any disputes arising under any grant.
