GPAF pilot definition
GPAF pilot. The GPAF pilot has two objectives: (1) to enhance transparency of information on projects under the GPAF, making information available in a comparable format; (2) to test beneficiary feedback mechanisms to enable beneficiaries to comment on project design and quality of implementation. In terms of testing beneficiary feedback mechanisms the pilot will test three different approaches: a lower cost or more hands off approach using SMS technology for people to provide unsolicited feedback; pre-determined social research approach such as client/citizen surveys; an approach with empowerment embedded in it supporting beneficiary groups to participate and provide feedback. Three GPAF partners’ projects will test each of these approaches and there will be scope for a control group within each project. UPPR pilot: the pilot will increase the two-way flow of information on resource and services provided through the UPPR project and the quality of these resources or services. The aim is to increase awareness in communities and in the public domain on how money is being spent through UPPR and to build the confidence and opportunities for communities to monitor the delivery of services and resource. Again there is the opportunity in this pilot for test and control groups to be established. Citizen engagement pilot: The pilot will test the use of mobile phones by communities to monitor teacher absenteeism. This will provide further independent verification of formal reporting through the school system of teacher overtime worked. This independent verification system (i.e. information produced through community monitoring) will be a public good that anyone can access to hold school authorities accountable for performance and reporting. The pilot interventions will be implemented in 3 provinces and so there is the potential for test and control communities to test impact.
