The arbitrator's task shall be to interpret the specific provisions which the Grievant or GCAO allege that the University has violated.
The formal grievance process shall be initiated by reducing the grievance to writing, signed and dated by the Grievant and/or the GCAO and two (2) copies will be presented to the AVPELR within twenty (20) days after the conclusion of the informal process set forth in Section 2, supra.
Notwithstanding the other provisions of this Article, the GCAO and the AVPELR may mutually agree, in writing, to mediation at any time during the grievance/arbitration process.

During performance of the instrument, disagreements may arise between the Recipient and the G/CAO on various issues, such as the allowability of costs.
During the effective period of this instrument, the Government Technical Representative and/or the Government Technical Monitor identified in Block 9 of the cover page shall be responsible for monitoring the technical effort of the Recipient, unless the Recipient is notified in writing by the G/CAO of a replacement.
In the event the Recipient does deviate without written approval of the G/CAO, such deviation shall be at the risk and any costs related thereto, shall be borne by the Recipient.
Only the G/CAO has the authority to authorize deviations from this instrument, including deviations from the Statement of Work.
