Fully enclosed means covered on the top and all sides with opaque material, including the garage door, except for necessary ventilation areas. Parking spaces which are required to be “enclosed” shall be covered on the top and at least three (3) sides with an opaque material. The Director may modify these requirements subject to the provisions of Section 17.18.140(B).
